RESOLUTION IN SUPPORT OF CREATION OF AN INDEPENDENT SHERIFF OVERSIGHT
BOARD & OFFICE OF INSPECTOR GENERAL BY SUPERVISOR RESOLUTION
WHEREAS, the Alameda County Sheriff’s Office reports the highest number of inmate deaths in
jails and jails-related lawsuits in the region and suffers many other recent issues including: the
US Department of Justice - Civil Rights Division confirmed the Sheriff’s failure to provide
adequate custodial mental health services; the Office recently revealed to the public that 47
deputy sheriffs were employed for years while failing to meet the required mental competency;
and ongoing lack of transparency in the Sheriff’’s budget and operations;
WHEREAS, other counties in the state as well as cities within Alameda County have already
created civilian oversight of law enforcement and independent police inspector positions to
address transparency, accountability, and compliance issues as well as to advance community
trust, civic participation, and holistic public safety;
WHEREAS, our state legislature passed Assembly Bill 1185 (effective Jan 1, 2021) confirming
the ability of County Supervisors to create an independent Sheriff oversight board and office of
inspector general both with subpoena powers and Alameda County local advocates, including
chartered club Wellstone Democratic Renewal Club, have begun to work to get Alameda
County Supervisors to implement AB 1185 with a sign-on letter submitted in 2021, public
education events, and participation in the community input phase initiated by the County;
THEREFORE, BE IT RESOLVED that our Central Committee will join in advocacy to the
Alameda County Supervisors to establish an independent civilian oversight body and office of
inspector general to oversee the Sheriff’s Office including, but not limited to, coalitional sign-on
letters, public comment to county Supervisor and committee meetings, and public education to
our membership; and
BE IT FURTHER RESOLVED that we will hold all elected officials including, but not limited to,
the Sheriff, accountable to support the creation of an independent civilian oversight body and
office of inspector general and to work in full cooperation with such entities once created.
